Assistant Sourcing Manager-Banking Operations-Beijing-20180918001


To support the sourcing activities & key priorities with threshold CNY400K-1500K for China and collaborate/facilitate regional team for sourcing activities in terms of China projects with threshold >CNY1500K, to ensure that the needs of the business are met in terms of business requirements and in line with regional and Group sourcing guidelines to achieve cost savings and mitigate risks.

The China Sourcing covers, but not limit to all of the following procurement categories, plus transversal projects:

Real Estate:

  • Relocation projects (Property Agents, Contractors, MEP, Furniture…)
  • Facility Management: hard services and soft services

IT Services:

  • Telecom / Software / IT equipment / IT services providers and consulting

Non IT Services:

  • Marketing and communication
  • Professional services (training, legal, recruitment, temporary work)
  • FM operational services
  • Travel program

Transversal Works:

  • Real Estate project coordination and dashboard maintenance
  • Regulatory reporting


Main Responsibilities /Accountabilities / Tasks

  • Fully Support sourcing manager to achieve the following mandates:
  • Support local sourcing practice by taking a risk based approach and strictly follow Group and Regional Sourcing Guideline.
  • Support roll-out the global/regional sourcing strategy & key priorities in China
  • Conduct the training to each BU to build sourcing control awareness
  • Assist the implementation of Know Your Supplier ("KYS") in China
  • Contribute to Asia yearly savings targets and maintain a good relationship with the internal clients
  • Report to Sourcing Manager on sourcing challenges and department feedback on a regular basis, leverage Regional and Group contract where applicable
  • Support Sourcing initiatives end to end including RFP/RFQ, KYS process, data analysis on services and suppliers, contract formation, negotiations with selected vendor
  • Achieve category cost improvement targets through price negotiations. This would require analysis of complex supplier proposals and use decision-making tools and models, including financial and non-financial criteria, to facilitate award recommendations.
  • Partner with key internal functions including Legal, Compliance, Finance, IT and GTS etc.
  • Maintain effective commercial relationships with vendors focusing on cost savings and risk controls.
  • Support on T&E policy review and supervise the travel agency performance.
  • Ensure compliance with the Group standards and maintain a culture and practice of highest ethical standards and behavior.
  • Implement the transversal works independently.
  • Handle the other assigned duties in manner.


Academic Background(degree and major)
Bachelor degree

Working Experience /Technical Skills & Know how

+ 5 years' experience in sourcing/procurement ideally from Investment Banking industry;

Skills & Competencies

Technical skills
  • Solid experience on risk control for Sourcing practice and local market knowledge
  • Proven track records on end to end Sourcing workflow especially on big ticket negotiation (commercials and contract)
  • Good coordination skills
  • Negotiation and sourcing /vendor management tactics
  • Knowledge and understanding of contracts and legal clauses
  • Operational knowledge of eSourcing tool would be an advantage.
  • Understanding on KYS and GDPR is required
  • Knowledgeable on travel program
Soft skills
  • Be able to persuade and work with internal stakeholder and external vendor in an effective manner
  • Be able to work under pressure plus self-starter
  • Strong analytical and interpersonal skills
  • A fast learner, flexible and able to work in a multi-cultural environment.
