Role Overview

PIMCO is seeking a highly experienced Global Program Manager to lead the firm's contingent workforce program globally. This role serves as the end-to-end process owner for contingent worker engagement, contract governance, supplier management, operational execution, compliance oversight, and technology enablement.

The successful candidate will partner closely with Legal, Finance, Technology, Human Resources, and business stakeholders to ensure contingent workforce engagements are managed consistently, efficiently, and in compliance with all applicable legal, regulatory, and policy requirements across jurisdictions.

This role combines operational excellence, risk management, vendor governance, and technology administration to deliver a scalable, best-in-class contingent workforce program.

Key Responsibilities

Global Contingent Workforce Program Management
  • Serve as the global process owner for PIMCO's contingent workforce program.
  • Manage the full lifecycle of contingent worker engagements, including but not limited to:
    • Intake and sourcing requests
    • Interview coordination
    • Business approvals as needed
    • Contract initiation and execution
    • Worker onboarding
    • Profile setup and system provisioning
    • Assignment extensions and modifications
    • Offboarding and termination activities
  • Develop and maintain a globally consistent operating model for contingent workforce management.
  • Drive continuous improvement initiatives that enhance efficiency, governance, risk mitigation, and user experience.
Contract Management and Procurement Governance
  • Draft, negotiate, and administer contingent workforce contracts globally.
  • Manage a diverse portfolio of workforce-related agreements, including:
    • Staffing agency agreements
    • Statement of Work (SOW) engagements
    • Managed service provider (MSP) arrangements
    • Independent consultant agreements
    • Professional services and consulting contracts
  • Partner with Legal to ensure contracts appropriately address regulatory, co-employment, data privacy, confidentiality, intellectual property, and risk considerations.
  • Establish and maintain contract standards, templates, and governance frameworks.
Vendor and Supplier Management
  • Serve as the primary relationship manager for contingent workforce suppliers and service providers.
  • Conduct supplier performance reviews and business assessments.
  • Monitor vendor compliance, service levels, contract obligations, and operational performance.
  • Support procurement-driven sourcing and competitive bidding activities when appropriate.
  • Drive supplier rationalization and cost optimization initiatives.
Compliance and Risk Management
  • Partner with Legal and Compliance to develop and maintain contingent workforce policies and procedures.
  • Identify, assess, and mitigate contingent workforce risks.
  • Maintain governance controls that support audit readiness and regulatory compliance.
  • Lead remediation efforts for identified compliance gaps and operational risks.
Technology and Systems Administration
  • Manage and oversee the Contingent Worker Hub and Beeline platforms with associated workflow tools.
  • Administer contingent worker lifecycle transactions and maintain records, including:
    • Profile creation
    • Data maintenance
    • Assignment extensions
    • Worker transfers
    • Terminations
    • Access-related updates
  • Partner with Technology teams to optimize system configurations, integrations, automation, and reporting capabilities.
  • Leverage platforms such as Workday, ServiceNow, vendor management systems (VMS), and procurement technologies to improve operational effectiveness. The firm's contingent worker processes utilize Beeline, ServiceNow, and Workday-integrated workflows for onboarding, extensions, data changes, and terminations.
Operational Excellence and Case Management
  • Manage day-to-day contingent workforce case management operational activities and escalations through ServiceNow and Beeline.
  • Establish service-level agreements (SLAs), performance metrics, and operational controls.
  • Ensure timely completion of onboarding, extensions, data changes, and terminations.
  • Monitor operational KPIs and identify opportunities for automation and process simplification.
  • Support audit requests, reporting requirements, and management reviews.
Knowledge Management and Process Governance
  • Own and maintain all contingent workforce process documentation, knowledge articles, training materials, and operating procedures.
  • Ensure knowledge bases remain current, accurate, and aligned with policy requirements.
  • Develop manager-facing guidance and self-service resources.
  • Drive standardization and continuous process improvement across regions and business units.
Stakeholder Communication and Change Management
  • Provide education on contingent workforce policies, procedures, and compliance requirements.
  • Lead change management efforts associated with program enhancements, technology implementations, and policy updates.
  • Act as a trusted advisor to business leaders regarding contingent workforce strategy and governance.
Qualifications

Required Experience
  • 5-10+ years of experience in Strategic Sourcing, Vendor Management, Workforce Management, Operations, or a related field.
  • Extensive experience managing contingent workforce programs in a global organization.
  • Deep expertise in contingent workforce contracting, supplier governance, and risk management.
  • Experience negotiating complex agreements across multiple jurisdictions.
  • Strong understanding of co-employment risk, worker classification, labor regulations, and contingent workforce compliance.
  • Experience partnering with Legal, Finance, Technology, Human Resources, and business stakeholders.
  • Experience developing and implementing scalable operational processes and governance frameworks.
Technical Skills
  • Knowledge of:
    • Vendor Management Systems (VMS)
    • Contract lifecycle management platforms
    • Procurement and sourcing tools
    • Systems (Workday, ServiceNow)
  • Strong reporting and analytical capabilities.
  • Experience with workflow automation and process optimization initiatives.
Preferred Qualifications
  • Bachelor's degree in Business, Supply Chain, Procurement, Finance, or related discipline.
  • Master's degree preferred.
  • Professional certifications such as:
    • CPSM (Certified Professional in Supply Management)
    • CIPS (Chartered Institute of Procurement & Supply)
    • Certified Contingent Workforce Professional (CCWP)
    • PMP (Project Management Professional)
PIMCO follows a total compensation approach when rewarding employees which includes a base salary and a discretionary bonus. Base salary is the fixed component of compensation that is determined by core job responsibilities, relevant experience, internal level, and market factors. The discretionary bonus is used to award performance and therefore is determined by company, business, team, and individual performance.

Salary Range: $ 120,000.00 - $ 135,000.00
